The meeting was called to order by Doug Vick, President at 9:05 a.m. 


Minutes of the July 11, 2012 meeting were approved as presented.


Fire Marshal’s Report: Jay Brooks / Robert D. Cardwell

Ø  No report to give


Emergency Management Report: Johnny Bowles

Ø  The Regional Hazard Mitigation Grant has been approved, will begin the process soon

Ø  EM conference next week

Ø  Still waiting on the MOA from the state concerning the Prime Mover


EMS Report: Rodney Stewart

Ø  Still busy, we have 3 paramedic positions open.  Hope to do interviews next week

Ø  Have looked at preliminary drawings of the new EMS Base 2, on Hwy 135 near McMichael High School, hope to start taking bids for contractors, Should be moved in spring / early summer time period.


9-1-1 Communications: Rodney Stewart

Ø  Last night met with Commissioners, the Communications has chosen Mosley as the architects, and was approved by the commissioners.


RCC Report: Brad Jordan

Ø  Working on initial phase of EMS accreditation

Ø  Working on spring calendar for EMT and EMT-I classes

Ø  Working with Jay to offer Community Emergency Response Training in January time frame

Public Health: Ted Nelson

Ø  Fall flu campaign in progress, Oct 19th & 24th are dates for county employees

Ø  Can bill insurance for flu shot, no appointment needed, without insurance cost around $ 29.00

Ø  SNS plan has been approved; however still needs a lot of work.  In the next couple of months will begin working on areas that need improving.  Will be sending out parts of the plan to be reviewed by LEPC members.


NC Emergency Management: Tyres Tatum / Dennis Hancock

Ø  Getting ready to close the 2012 grant process, money dwindling down of course.

Ø  DNC in Charlotte went off without a hitch, no major incident.  NCEM was tasked with check-in and tracking of 1st responders

Ø  MOA for the grant for Prime Mover for Rockingham County should be sent out by Friday

Ø  All of area 9 has been awarded money from FEMA for a Regional Hazard Mitigation Plan to be completed by a contractor.

Ø  No major hurricanes or events so far this year, however ½ day and 1 day events have increased.

Ø  EMPG – is the backbone for providing EM program across the state, Rockingham County has been done for six months.

Ø  A lot of class have been offered, if there is something you like to see get in touch with Johnny, Tyres or Dennis

Ø  Need PIO and Finance Chief’s for IMT team, grandfathering process in progress at this time.


NCDOT: Jason Julian / Jeremy DeLapp

Ø  Concert this weekend, SHP will be assisting, private company will be handling lane closer

Ø  Resurfacing Grooms Rd, Dan River Church Rd, Virginia St, Roundhouse Rd, 700/Main St, 220 Business in Madison

Ø  Bridge work continuing

Ø  Next year – resurface NC 68, and 220 Business in Madison, NC 14 from Brooks Rd to Wilson Rd,  Guerrant Springs Rd

Ø   Next year bridges on Ayersville Rd, Honeysuckle Rd, Boaz Rd, Quesinberry Rd Irving Farm Rd, will be taken out and put in culvert


City of Eden: John Edwards

Ø  Draper Christmas Parade Dec 1st

Ø  Leaksville Christmas Parade in Nov.


City of Reidsville:

Ø  None




Training Updates:

Ø  Basic PIO Class will be held at the EOC Nov 14th – 16th

Ø  Survey sent out within the last 4-6 weeks ago, FEMA class for Incident Response for Terrorist Bombing, need to have 50 participants.  Nov 15th will be deadline to get responses in

Ø  EMS going to have new protocol changes, main one to bring attention to is team focus CPR.

Ø  No old business


New Business:

Ø  Larry Wray at Morehead Hospital wanted the LEPC to know that the hazard vulnerability assessment has been completed for 2012, no changes were made from the 2011 approved assessment

Ø  Tom Schoolfield on the steering committee for a community preparedness group made up of several local churches.  It is in the infancy stage, and their goal is to assist local emergency personnel and their community to be prepared during an disaster.  Have 7 churches committed to form a working group.
