To Be Sworn In
- Commission letter (emailed to you from the Secretary of State)
- $10.00 (cash, check, or money order). Make checks and money orders payable to the "Rockingham County Register of Deeds".
Appear Monday-Friday, 8:00 am - 4:30 pm to have your oath administered. No appointment is necessary.

THE OATH MUST BE TAKEN WITHIN 45 DAYS OF THE COMMISSION ISSUE DATE AS SHOWN ON THE "CERTIFICATE OF APPOINTMENT AS A NOTARY PUBLIC" LETTER.
If 45 days lapse before the oath is taken, the notary certificate and transmittal is returned to the Department of the Secretary of State and the applicant must re-apply, including payment of the fee.
Notary appointments are NOT valid until the oath of office is taken.

The Rockingham County Register of Deeds office will offer notary services to the general public. Per the fees set by the State of North Carolina, G.S. 10B-31, the cost will be $5.00 per signature.
This service has been implemented by the Register of Deeds office in an effort to provide a convenient location to the citizens of Rockingham County while conducting additional business at the Rockingham County Judicial Center.
