Pamela M. McLain serves as the Clerk to the Board of County Commissioners. Ms. McLain has been employed with Rockingham County for 35 years, serving as Clerk to the Board since 1990. Ms. McLain has earned the professional designation of Certified Municipal Clerk, Master Municipal Clerk, both conferred by the International Institute of Municipal Clerks, and also holds the designation of North Carolina Certified County Clerk, as conferred by the North Carolina School of Government.
The Clerk to the Board is officially responsible for the County seal and the retention of official records. These include minutes, ordinance books, records of county-appointed boards and committees, resolutions, contracts, agreements, and leases. The Clerk is responsible for legal advertisements and must be familiar with the General Statutes that deal with advertisements in order to assure the validity of actions taken by the Board of Commissioners. The Clerk also prepares agendas for Board meetings, hearings, workshops, etc. and composes a full and accurate account of all actions taken by the Governing Body. Because many of the legal powers of the county are exercised by the Board of Commissioners, the minutes of the Board meetings are the official record of what it does and therefore this function is one of the Clerk's most important duties. Subsequently, the Clerk is required to attend all meetings of the Board of Commissioners.
The Clerk's office is located in the Rockingham County Governmental Center, Second Floor, 371 NC Highway 65, Suite 206, Wentworth. The office is open from 8:00 a.m. - 5:00 p.m., Monday through Friday.
